Also, Fact: There is no way to obtain body armour which is police-grade at the least commercially except through an illegal Black Market. Which even then, would cost a large sum of money ($5,000-$10,000+), and you would most likely be shot by security before you even get within a quarter-mile radius of the Black Market.
